Civic Leader Education & Advocacy Program

The Civic Leader Education & Advocacy Program (CLEAP) in Mexico City, organized by Voces Unidas de las Montañas (Voces Unidas), is an educational and advocacy program that creates opportunities for grassroots Latino leaders in Colorado to learn about the intersectionality of U.S. and Mexican public policies and explore the current and historical role advocacy has played in past and current U.S. and Mexican policies impacting immigrants, migrants and the Mexican diaspora living in the U.S.

The program will create opportunities for participants to gain a deep understanding of current and historical U.S. and Mexican public policies, immerse participants in today’s Mexican cultural, civic and political context and practice advocacy skills during the program.

CLEAP uses the following principles to accomplish the program's learning objectives:

  1. Adult learning theory, a framework that suggests that adults learn best by doing and need to see the immediate application of skills or knowledge;

  2. Socratic method creates a cooperative dialogue between participants based on asking and answering questions to stimulate critical thinking and to draw out ideas and underlying presuppositions; and

  3. Participatory action research, a qualitative research methodology that involves researchers and participants collaborating to understand social issues and take actions to bring about social change.
