Voces Unidas Action Fund releases 2025 Legislative Scorecard

Voces Unidas Action Fund released its 2025 Legislative Scorecard today, tracking the votes of all state lawmakers against our legislative priorities during the 2025 legislative session with a focus on the eight state house representatives and five state senators representing Colorado’s Western Slope.
Since 2021, Voces Unidas Action Fund has published a scorecard tracking the votes and recording the positions of state lawmakers. This year's legislative scorecard examined lawmakers’ votes on 41 bills across policy issues like healthcare, education, criminal justice, housing, climate, and immigrant and worker rights.
Sixty-three lawmakers out of 100 earned a grade of B or above with scores of 80% or higher, including 20 A’s with scores above 90% and 14 more receiving an A+ grade for voting with us 100% of the time. Among Western Slope lawmakers, Rep. Elizabeth Velasco (HD-57) earned the only A+ grade, with Rep. Matt Martinez (HD-62) scoring a solid A at 97%. Western Slope legislators Sen. Dylan Roberts (SD-8), Speaker Julie McCluskie (HD-13), Rep. Meghan Lukens (HD-26), and Rep. Katie Stewart (HD-59) each earned a B on the 2025 Legislative Scorecard, led by McCluskie’s 88% score.
On the opposite side of the grading scale, 34 state lawmakers received the lowest possible grade of F by scoring below 50%, including seven lawmakers on the Western Slope. Those include Sen. Mark Baisley (SD-4), Sen. Marc Catlin (SD-5), Sen. Cleave Simpson (SD-6), Sen. Janice Rich (SD-7), Rep. Matt Soper (HD-54), Rep. Rick Taggart (HD-55), and Rep. Larry Suckla (HD-58), bringing up the rear with a score of 8%.

Three lawmakers recognized as legislative champions
Rep. Velasco continues to stand out as a champion of rural Latino policy issues among legislators and was named this year’s Legislator of the Year. Velasco is the first legislator to earn the title after voting with us 100% of the time and working with us to draft and sponsor priority bills focused on protecting workers from extreme temperatures (HB1286), requiring multilingual emergency notifications (SB031), and protecting the civil rights of immigrants (SB276), along with the joint resolution in support of Latino/a Advocacy Day (SJR011).
This year, Voces Unidas also recognized Legislative Champions from each chamber whose votes align with our priorities 100% of the time but also worked with us to introduce at least one of our priority bills. Rep. Meg Froelich (HD-3) is the 2025 Legislative Champion in the House of Representatives while Sen. Michael Weissman (SD-28) earned the title in the State Senate.
While Froelich and Weissman were among 14 lawmakers statewide who received an A+ grade on our 2025 Legislative Scorecard, the lawmakers set themselves apart by also working with Voces Unidas to sponsor and introduce first of its kind worker protection legislation (HB1286). Weissman also sponsored SB276 to strengthen immigrant protections in Colorado.
Other lawmakers earning A+ marks included: Sen. Katie Wallace (SD-17), Sen. Lisa Cutter (SD-20), Sen. Faith Winter (SD-25), Rep. Javier Mabrey (HD-1), Rep. Jennifer Bacon (HD-7), Rep. Emily Sirota (HD-9), Rep. Tammy Story (HD-25), Rep. Jenny Willford (HD-34), Rep. Lorena García (HD-35), Rep. Jamie Jackson (HD-41), and Rep. Yara Zokaie (HD-52).
